In 2009, the PSO PM&E system has been reviewed. The new PM&E Handbook has been introduced end of 2009. The process of reviewing the system was based on rethinking our rationale; underlying principles and paradigms, assumptions on capacity development and planning, monitoring and evaluation of change processes in international development. The PSO story is representative for shifts that have been taking place in the development cooperation sector in general.
The PM&E Handbook is flexible in design and aims at a tailor made PM&E relation between PSO and member organisation, within the framework of the PM&E model. This model looks at changes at different domains in the system of capacity development with a guiding question and a framework for reference for each of the domains. The PM&E system has a learning centred approach.
At present, the infrastructure for PM&E information is the PSO software application. This application is accessible by a few people of member organisations. Documented information shared between PSO and the member organisations is often limited to project proposals and reports. This infrastructure does not enhance learning.
The focus in the relation between PSO and members are Learn-work trajectories (LWTs). In LWTs, learning objectives and questions are described. In this process different actors of the member organisation, partners in the South and PSO are involved. An infrastructure is needed in which these actors have access to relevant information and can add information at any moment. This can be documents, like monitoring notes, but also videos or pictures. Besides, the information can be tagged. Tagging information will facilitate a (meta) analysis of information, as well as search functionalities.
Besides, a study will be conducted to gain insight in other possible infrastructures for a learning PM&E system.

This program aims at gaining insight in possible infrastructures for a PM&E system that facilitates experiential learning.
