Abstract:
In February 2009 there was the first World Conference of Humanitarian Studies in Groningen, the Netherlands. PSO contributed to this conference with a panel on the capacity development of civil society during crises. The report from the panel contains three papers. The first is from Mirna Mutiara and provides insight into the experiences of the Church World Services in Aceh, Indonesia with the 'tsunami of aid' in 2005. The second paper was writen by PSO staff members Rob van Poelje and Henk Tukker and describes recent trends and lessons learned by a variety of PSO member organisations. In the third paper, Ian Smillie challenges the development sector to put victims at the centre of crisis aid, and to pay more attention to the transition from crisis to fragile state to stability. He also warns that guilt, a sense of duty, shame or outrage are poor bases on which to build development relationships.
