The Dutch Ministry of Foreign Affairs (IOB) and seven Dutch NGO's are in the process of evaluating capacity development. The aim of this evaluation is to gain a better understanding of how and under what circumstances capacity development support can be effective. And also what new insights can be gained from the recent capacity development programmes.

Learning events

In the framework of the meetings PSO facilitated in 2009 pertaining to qualitative methods for PM&E, two sessions took place on 29 September and 1 October 2009 concerning the ‘Most Significant Change’ (MSC) technique.

The PSO Planning, Monitoring en Evaluation team has developped plans for 2009 and beyond. The question that will be central to all their work is:  what is the potential and what are the pitfalls of qualitative PM&E methods to gain insight in capacity development as a non linear social change process?

Several ‘innovative’ qualitative and participative PM&E methods and frameworks have been introduced over time. They address the need to gain insight in non linear social change processes. Simultaneously, they are part of an effort to shift the focus of PM&E from serving the needs of accountability to donors to the need to learn more consciously about what works and what doesn’t.

In 2009, the PSO PM&E system has been reviewed. The new PM&E Handbook has been introduced end of 2009. The process of reviewing the system was based on rethinking our rationale; underlying principles and paradigms, assumptions on capacity development and planning, monitoring and evaluation of change processes in international development.

The case of Vredeseilanden: an example of the use of Outcome mapping

We were delighted to have Christ Vansteenkiste from the Flemish NGO "Vredeseilanden" (VE) present the case of VE. Christ is responsible for the Planning, Learning and Accountability department of VE.

I experienced a fresh and unexpected start to the first day of the workshop on Outcome Mapping (OM). It fitted perfectly with the philosophy of OM, which tells us that life is far too complex to be planned out in line with a mathematical formula.

On 23 October 2008, PSO member organisations met to exchange ideas and experiences with various qualitative methods of Monitoring and Evaluation, and the documenting process. This report (in Dutch) tells of their experiences with MSC, narratives and video for Monitoring and Evaluation.
