23 June, 2011 - From the 14th to the 16th of June 2011, over 170 participants from 41 countries gathered in Soesterberg, the Netherlands, for the international conference on monitoring and evaluation (M&E) that was convened by INTRAC, PSO and PRIA.

‘It is the season of accountability…but over the past few years, almost every organisation or project I have visited is stressed with issues of monitoring and evaluation, anxiously shopping around for methodologies to measure and report on impact to satisfy donors. Adverts for M&E specialists abound as donors seek to further outsource this function to experts, robbing organisations of rich learning processes to which M&E should contribute.’ Reeler, 2007.

Planning, Monitoring and Evaluation of complex processes of social change, (HIVA), Jan Van Ongevalle, and(PSO) Anneke Maarse , INTRAC conference on Planning Monitoring and Evaluation, 14-06-2011, Kontakt der Kontinenten Soesterberg, (2011) This cross case analysis reports on the first results of an ongoing action research process (2010-2012) in which 10 Dutch and Belgian development organizations together with their Southern Partners explore complexity oriented PME approaches. The action research was initiated by PSO.

The Dutch Ministry of Foreign Affairs (IOB) and seven Dutch NGO's are in the process of evaluating capacity development. The aim of this evaluation is to gain a better understanding of how and under what circumstances capacity development support can be effective. And also what new insights can be gained from the recent capacity development programmes.

Learning events

In the framework of the meetings PSO facilitated in 2009 pertaining to qualitative methods for PM&E, two sessions took place on 29 September and 1 October 2009 concerning the ‘Most Significant Change’ (MSC) technique.
